Hi, I got your email. Yes, it takes 4 days before a new account becomes Autoconfirmed and able to upload images. It looks like your account was created 21 January 2010 so you should be able to upload within 24 hours. Sorry for the delay, but this is done to prevent spam accounts. Let me know if you have any trouble or if you need any help. You also may want to check out Commons: This is one of our sister projects that was created to allow for easy file sharing.
