The memorandum says that Woodford told Westcott "about the Cypher MS. and hinted that he might later give it to him" (Howe 5). Howe has doubts about the date as well as about the authenticity of the Cypher MS. and even this conversation. 1887 December 23, Woodford died, before the Golden Dawn began, though he has a motto.
