Numbering fixed. See Wikipedia:Help:Using colours for information on how to place colored text blocks on page. There is also an {{Under construction}} template that may be used.
You are correct. It is more useful to refer to Wikipedia than it is to create a new page on What is Wordpress?. The purpose of Wikiversity isn't to duplicate Wikipedia content, but to help people learn WordPress using Wikipedia and other resources. Don't duplicate. Educate.

This page is under construction. The beautiful websites guild will update this page and its issues in the coming months. As of February 2014 groups called 'Learning Circles' will learn about Wordpress and will create this content as they go along. Anybody interested to participate can join our guild.
