Enumerating the dimensions of solution space

Can the dimensions of solution space be (exhaustively) enumerated? For example, when encountering an obstacle (e.g., a tree fallen across a path) the options are: remove the obstacle, go around, go over, go under, or go through the barrier. This set of options seems exhaustive for this problem. As another example, the variety of bridge designs represent a wide variety of solution approaches to the problem of crossing a river. Is this list exhaustive, or are other solution approached possible? The SCAMPER tool suggests possible transformations to perform on a single solution approach. Are these transformations exhaustive? The TRIZ problem solving tool may suggest an answer.
