Yes. That's a fine idea. Any suggestions as to how I would merge? Would I put a link from the Law page or sort of add it to the page itself??

Merging content is a manual process of using Special:ComparePages and making whatever appropriate updates you want on the version you want to keep. Actually merging the page histories to retain the BY part of CC-BY-SA licensing requires a custodian to move the page with delete, then undelete the original to merge histories, then restore the last version content.
