How does one create a VPN and is it possible on a smartphone?

@Ares Razari: For most users, a VPN is created using either an operating system feature or an installed application (app). How it is created depends on the operating system and underlying protocols, but the idea is to use some type of either symmetric or public key / private key encryption. SSH, SSL/TLS, and IPsec are common VPN encryption protocols. Yes, smartphones support VPN connections.
