Service dog training in the US is subject to the /ADA and the Code of Federal Regulations.

State laws also apply. In California, disability law, the Unruh Act and the Food and Agriculture Act may apply. The latter includes provisions which are little known, specifically a provision for suing access deniers, a presumed amount of damages and provisions or access for dogs in training.
