1. Background of the project (problem): The majority of students in primary and secondary schools in Kosovo receive only basic computer skills training. There is limited integration of ICT into teaching and learning practices in all subject areas in schools across Kosovo. In order to compete in Europe and internationally in education and in the labour market, teachers and students in Kosovo need to improve their understanding, skills and knowledge on the use of ICT in the field of education and research. Such skills are foreseen within the new Kosovo Curriculum Framework and its implementation is interlinked with Human Resource development, including how to use effectively ICT in teaching and learning. The project “Human Resource Development in using ICT for Education” has been designed in cooperation with Ministry of Education, Science and Technology (MEST) and EU “ICT and e-learning in Education Project” experts. The EU “ICT and e-learning in Education Project” overall objective is to support the Kosovo government in improving the quality and efficiency of education and training services through the integration of ICT technology into the teaching and learning process, thereby improving lifelong learning and employability skills for Human Resources in Kosovo and it is nationally the most important project in this field. The specific objectives or purpose of this project is: • Advance the implementation of the recommendations and policy proposals developed by the Ministry of Education, Science and Technology (MEST) and the IT Pilot Project; • Provide further training in ICT and e-learning to teachers and educational sector staff, in order to facilitate and promote the use of e-learning in classrooms; • Support the implementation of the new Kosovo curriculum through capacity building of local stakeholders in e-content development and use of e-learning materials; • Build the capacity of both women and men amongst teachers, school directors and other education stakeholders in the user of e-learning platforms and storage systems; • Implement measures to notably increase the use of ICT, e-content and e-learning material by girls and boys in education with particular attention to take up and usage by girls who are often disadvantaged in terms of access to ICT and education in Kosovo, notably in secondary school education and higher education.

2. Objectives :Main objectives of this project will develop as follow: • Human Resource Development in the field of ICT in Education and multiplying experiences with school’s personnel (such as: e-content development, using Open Education Resources, Gamification of teaching and learning, flipped classrooms, student engagement in creation of knowledge, sharing education resources with other teachers nationally and internationally, etc); • Training of teaching staff and generally educationalist from selected schools and teachers (through project intervention will be possible to share knowledge about ICT potential in Education for selected schools in Kosovo); Raising awareness about the potential that ICT is offering in quality improvement for Education.

List of Activities : • Provide further training in ICT and e-learning to teachers and educational sector staff, in order to facilitate and promote the use of e-learning in classrooms; • Support the implementation of the new Kosovo curriculum through capacity building of local stakeholders in e-content development and use of e-learning materials; • Build the capacity of both women and men amongst teachers, school directors and other education stakeholders in the user of e-learning platforms and storage systems; • Implement measures to notably increase the use of ICT, e-content and e-learning material by girls and boys in education with particular attention to take up and usage by girls who are often disadvantaged in terms of access to ICT and education in Kosovo, notably in secondary school education and higher education.

5. Expected result ;  • Result 1.1 – teachers, School Directors, educational staff and relevant University of Pristina staff (academic and administrative staff), both women and men, are trained in and confidently and actively using ICT in education and e-learning and are trained in how to develop e-content material for teaching and learning; • Result 1.2 – local IT technicians from schools, both women and men, are trained in advanced ICT maintenance; • Result 1.3 – the e-learning Training Centre is established and functional. As a part of this component five trainings have been developed, piloted and implemented. More than 500 participants finalized those trainings. The current project challenge is inability to organize and deliver training for all interested teachers and other Human Resources, due to budget limitations. The overall objective of this project is development of the Human Resources in Kosovo Education System, in coping with integration of ICT in Education. The project will address the most important components of the ICT usage in the education such as: knowledge raising and increased usage of ICT in all aspects of education which may influence the planning for educational system and lifelong learning, development and sharing of education resources, integration of ICT within selected schools.
