Literary and artistic policy
In a global economy creative people selling to a global audience, once successful, may easily make far more money than appears adequate, while others may not receive sufficient funding. Organisations like GEMA do not appear to feel responsible for this or to address this issue at all.
A literary and artistic policy should define standards for emphasizing the regionality of artists, more continuous and stabilized but limited revenue from literary and artistic projects (incuding retirement planning for authors and artists) and high standards for charitable donations once the revenue from a project allows to donate significant amounts. The policy should require to sort out authors and artists who fail to make sufficient guarantees.
