It might seem that, if this parallels a speedy deletion request, then any user should be able to remove the category to contest it. Maybe. However, this will leave a page in place, a mess to clean up. It is cleaner if a denied request is accompanied by page deletion, immediately.

Unless a talk page already exists, one should not be created to "discuss" the undeletion, that defeats the purpose of speedy process.

Rather, a concerned user should watchlist the page, and will then see any action. If dissatisfied with the action, then WV:RFD is in order.

Logically, if a user wants to contest the undeletion, they would replace the undeletion template with a speedy deletion template, which would still require custodian action. Better to seek one custodian action that resolves the issue, or, if it is not resolved, to then create a deletion/undeletion discussion.
