Data is extracted from the ever-present noise that obscures it. References are studied, facts are checked against available evidence, and experts are consulted. Deductive and inductive logic, along with quantitative analysis and statistics are used to reduce, combine, focus, and extend the data. Links between data elements and patterns in the data are identified, analyzed, and applied to solving problems or creating opportunities.
At their best, cognitive skills require an intelligent, knowing, and pragmatic observer.
Stages

- Understanding—Knowing why
- Knowing—Combining facts, drawing conclusions
- Factually Informed—Holding rigorously verified beliefs
- Misinformed—Believing falsehoods
- Unaware—Not conscious
