The template instructions about emailing unblock-en-l were designed for Wikipedia and used here without considering Wikiversity needs. That mailing list (unblock-en-l at lists dot wikimedia.org) is for Wikipedia administrators, who may not be able to assist here. There seem to be no active blocks using this template.
