"harmful" to whom?[edit source]

Who gets to decide whether any given information is harmful? Isn't this how appeals for censorship in general are usually worded? In the west it is taken for granted that censorship is the tool of those who want to hide truthful information, not those who are so concerned with the public's correct interpretation of the facts. This is self-evident and also supported by centuries of experience. It is folly to speak of censorship as something that is somehow controversial or an issue of contention. Some portions of the West are very much in favor of censorship, per e.g. links in COVID-19 related censorship. The debate is far from impractical.
