The long-term trend of the 21st century is the Anthropocene era where humanity is ever closer to exceeding its “safe operating space” for the global climate change and the renewal of resources including many minerals, food, water, soils and. fisheries in seas and oceans. This trend will be a constant source of massive migrations and wars making an ecological-socio-economical revolution towards a circular economy inevitable, so as to stay in the safe operating space. Such ecological-socio-economical revolution is well defined by the worldwide mutual wellbeing coined by the 17 United Nations SDG (Sustainable Development Goals - fig 1).
But the long term trend is also the transition toward the knowledge society and the revolution called the NBICS convergence between Nano-Bio-Info-Cogno-Socio sciences & technologies with its cluster of disruptive responsible innovations: e.g. in the “socio part” the 2nd internet revolution with DAOs based on Blockchains and IPFS. The Blockchain technology guarantees traceability and historicity, honesty and trust, a necessity in the future world for multilevel open governance. The NBICS convergence brings necessarily a new kind of economy based on knowledge, collaboration and sharing: the sharing economy that will use the 2nd internet revolution for the scalable development of a great diversity of DAOs.
The NBICS scientific and technological revolution is as inevitable as the ecological-socio-economical revolution above. Indeed history has shown that simply letting go of a scientific technological revolution can cost territories employment and increase the inequalities with other territories exploiting them. However, history also shows that any developing country can jump to the top scientific and technological level in one generation (“leapfrogging”). This can happen even much faster in the 21st century with open personalized education for all. Such scientific and technological revolution is an opportunity to transform at any territorial level the footprints on Nature and human wellbeing of the EE-MRIO (Extended Environmental Matrix of Regional Input Output - fig 2)
The key challenge for any given territory is a resilience problem: how to use its inevitable scientific and technological revolution to support its inevitable ecological-socio-economical revolution toward its “best” sustainable circular sharing economy (combining the two necessities of a circular economy and a sharing economy)? The CS-DC TIMES project aims at creating a socially intelligent global ecosystem for multilevel equitable and sustainable development from households and fields to the planet (fig. 3). It will create a scalable academic and societal network in deep link with the Open Government Partnership based on open governmental data, a UN initiative adopted by a rapidly increasing number of countries.
The ultimate scientific, ecological and societal challenge of the TIMES project — with the generalised use of the TIMES Deep Learning Platform — is the foundation of a circular sharing economics as a new integrative and predictive transdiscipline: it will be based not only on the dynamical economics (a one million dollar problem) but also on the integrative and predictive biology, ecology, geography and geoscience when useful for modelling the multilevel territorial footprint dynamics. The CS-DC as an UNESCO UniTwin will write to all the universities around the world for involving them in the TIMES project.

The TIMES socially intelligent ICT ecosystem will comprise the SMOG ecosystem, a Worldwide Open Responsible Innovations market, a Personalized Open Lifelong Education ecosystem, and a Knowledge map and TIMES blockchain.
How to do 'Multilevel Open Governance'? the SMOG ecosystem (e-team)
The SMOG ('Scalable Multilevel Open Governance') ecosystem will give the same equality of chance to each territory and its societal actors to design their best living roadmap using the scientific and technological revolution toward the circular sharing economy and the knowledge society, i.e. toward becoming a smart house or smart farm, smart building or smart factory, smart village or smart city, smart region or smart country. The SMOG ecosystem will use the disruptive 2nd internet revolution with blockchain for guaranteeing traceability and historicity, honesty and trust in the SMOG multilevel big data as a public good.
Such smartest open roadmap results from: • a bottom-up open government partnership with all its societal actors. Its actors are designing together their best roadmap and are together self-fulfilling it with the help of the open responsible innovations of the WORI ecosystem below. • a top-down use of the trustable & coherent predictions of the WOPP ecosystem below. The remaining quantified uncertainty is at the hart of the compromise between exploration and exploitation, the main deal of any adaptive system.

How to do responsible innovation? the WORI market (e-team)
The 'Worldwide Open Responsible Innovations' (WORI) market will provide equal opportunities to each academic & societal e-team to bring the responsible innovations wished by each smart territory but without solutions at its territorial level.
The WORI market allows:
- any territory at any level to submit its proposed open innovations for the challenges of its roadmap with the best chance of success
- local or, if necessary, worldwide interdisciplinary scientific e-teams to validate or invent and certify a smarter open responsible innovations
The WORI market ecosystem will organize each year championship with prizes for the smartest open responsible innovation in each category at each territorial level.
How to do the best territorial roadmap? The WOPP ecosystem (e-team)
The WOPP ('Worldwide Open Probabilistic Prediction')ecosystem provides to each academic e-team equal opportunities using the SMOG trustable multilevel big data for helping the redesign of its living roadmap by each smart territory.
The WOPP ecosystem:
- is implementing the recent 2nd internet revolution and blockchain for providing honesty and trust, traceability and historicisation to the SMOG big data about EE MRIO matrices of smart territories. The smart economy will use more and more the 2nd internet revolution for sharing big data with smart territories.
- is using this trustable big data through deep learning methods for producing trustable & coherent predictions for the smartest possible multilevel roadmaps. The remaining uncertainty of the probabilistic predictions can be quantified: such uncertainty is at the hart of the compromise between exploration and exploitation, the main deal of any adaptive system.
How to do an education toward smart multilevel territories? the POEM ecosystem (e-team)
The Personalized Open Lifelong Education (POLE) ecosystem will provide equal involvement opportunities in TIMES to all those — scientists of any discipline or experts from territorial governments, NGOs, firms, start-ups as well as simple citizens — wanting to jointly increase mutual wellbeing, improve the relationship with Nature and to change the relations between science, engineering, politics and ethics.
The POLE ecosystem provides:
- same equality of chance to each one to invent his/her smartest educational and professional path inside the TIMES Knowledge Map with the multi-linguistic MOOCs (Massively Online Open Courses) created by interdisciplinary e-team
- best recommendations to each new personalized path using deep learning on all the previous personalized paths as well as personal tutors.
The POLE ecosystem will organize each year championship with prizes for the best MOOC at each territorial level and the smartest professional path.
