This duty involves developing plans for major disasters, according to the following job performance requirements.
Learning Objectives:

- Describe the incident management system
- Describe the communications system
- Describe the departmental contractual and mutual-aid agreements
- Describe the local, state/provincial, and federal regulations and resources.

- Demonstrate the ability to organize a disaster plan
- Demonstrate familiarity with inter-agency planning and coordination
Terminal Objective: given data (including agency data), develop a comprehensive plan so that the agency operates at a civil disturbance, integrates with other agencies' actions, and provides for the safety and protection of members
