I fear there needs to be done more, so the picture can stay here:

  • 1st the artist has to say it is allowed to release this picture under such a licence (the artist has to send this info to the OTRS-Team - see at "about image licensing or permissions", Wikiversity:Copyright issues) - if the asssumption is correct that T.A. is the artist creating the picture. Anyone can register with the user's name and claim she is the artist (in this case it was not even so). Perhaps there exists already such a info/licence somewhere ?
  • there exists a picture with a PD licence already here: w:Image:Terry Ananny - Winter Bliss, .jpg (uploaded by someone else)
