Typical layout instructions are, e.g. font size, font style, font color, size of line skip, etc. - none of these directly help our understanding when they are read loud to us, while an indication like "heading", "math" or "new paragraph" make sense when read loud
I thought layout descriptions are not the style information but things like
 <h1> <p> <li>
