This duty involves developing plans for major disasters, according to the following job performance requirements.

Terminal Objective: Given data, develop a comprehensive disaster plan that integrates other agencies' resources, in order to rapidly and effectively mitigate the impact on a community.
Enabling Objectives:
- Describe the departmental major incident policies and procedures
- Describe the community physical and geographic characteristics
- Describe the community deomographics
- Describe the community target hazards
- Describe the incident management system
- Describe the communications system
- Describe the departmental contractual and mutual-aid agreements
- Describe the local, state/provincial, and federal regulations and resources.
- Demonstrate the ability to communicate orally and in writing
- Demonstrate the ability to organize a disaster plan
- Demonstrate familiarity with inter-agency planning and coordination
Terminal Objective: given data (including agency data), develop a comprehensive plan so that the agency operates at a civil disturbance, integrates with other agencies' actions, and provides for the safety and protection of members
