ChatGPT states that telegraphs were used by powerful european colonizing powers such as the british, french, and spanish colonizers. They were used to keep their power over their own colonies by keeping in contact with one another in order to know if a colony was under attack or something among those lines. These lines often connected through major capital cities within the colonies.
