Collingwood was globally locked as a result of a WikiMedia Foundation office finding that the user was related to Poetlister, who is globally banned. The finding was based on secret evidence, not disclosed. Collingwood was not blocked on Wikiversity, and no disruption on Wikiversity was alleged -- other than possibly block evasion, because an openly used Poetlister account, Poetlister1, was blocked here (based on the global ban discussion, not for disruption here), but Collingwood cannot log into the account due to the global lock.
