GIMP (GNU License|Win, Unix) - http://gimp.org, The GNU Image Manipulation Program. This photoshop replacement is totally free, works on multiple platforms, and does just about everything you could dream of to create and modify images.

Easy Thumbnails (Free|Win) - http://www.fookes.com. From the site, "Create accurate thumbnails from popular picture formats with this handy freeware utility. Find and view images easily, preview your thumbnails, and use its tools to rotate images and adjust their contrast, brightness, sharpness and compression."

Windows Sizer

Sizer (Free|Win)- http://www.brianapps.net/sizer.html. From the site, "Sizer is a freeware utility that allows you to resize any window to an exact, predefined size. This is extremely useful when designing web pages, as it allows you to see how the page will look when viewed at a smaller size. The utility is also handy when compiling screen-shots for documentation, using Sizer allows you to easily maintain the same window size across screen grabs."

Color

Kolorgenerator (Free|Win) - http://www.godula.com/?link=kg. With this program you can get the coding of colors in a variety of formats, select colors off any part of your screen and even measure pixel distances in other programs.

Content Management Systems

DotNetNuke (Free|Win) - http://dotnetnuke.com. DotNetNuke is an open-source Web Application Framework ideal for creating and deploying projects such as commercial websites, corporate intranets and extranets, online publishing portals, and custom vertical applications. DotNetNuke is built on a Microsoft ASP.NET (VB.NET) platform, and is easily installed and hosted.

Databases

SQL Express (Free|Win) - http://msdn.microsoft.com/vstudio/express/sql. SQL Server 2005 Express Edition is the next version of MSDE and is a free, easy-to-use, lightweight, and embeddable version of SQL Server 2005.

MySql (Free|Multiple OS) - http://dev.mysql.com/downloads/mysql/5.0.html. From the site, "In contrast to the MySQL Enterprise Server, which receives both monthly rapid updates and quarterly service pack releases, there is no specific schedule for when a new version of the MySQL Community Server is released. While every bug fix that has been applied to the Enterprise Server will also be available in the subsequent Community Server release, there will be source-only releases in between full (source and binary) Community builds.
