Wikiversity, Wikipedia, Wikbooks, and Commons have different rules and cultures, all with the intent of creating an egalitarian society of contributors dedicated to producing quality resources with as much decentralization as possible. With Wikiversity, the emphasis is on tolerance for diversity, with student efforts and un-refereed research articles, and the routine acceptance of parallel pages on the same subject, often as subpages to a mainspace resource. All the sister-wikis tend to lack central organization, but on Wikiversity this tolerance can exasperate the situation. A collection of Wikiversity Journals might help alleviate this problem. Each journal would act independently, up to a point. Certain behavior such as copyright infringement or harassment is strictly prohibited, of course. But if these Wikiversity journals begin to proliferate, sometime in the future, the Wikiversity community might chose to become more proactive by identifying the degree and quality of peer review, and perhaps even requiring that every page in certain journals contain something analogous the {{fringe}} template.
