- Yes, when you have enough edits, you will be able to upload files and move pages. Be careful about moving pages. New users often have little clue about how to name pages and where to put them. So ... create a page in your user space, i.e, with something like User:RandyRostie/MyFile. I see what you have been creating. Those may not be exactly where the files should live. -- but maybe! Note this about moving, when you can: ordinary users cannot undo a move, because the move creates a redirect, and undoing it would involve writing over the redirect. So it takes an administrator to do it.
- When you make comments, sign them with four tildes. I usually add --~~~~ at the end. Preview all posts, because cutting down on the number of edits relieves burden on those who watch recent changes.
