1. What does Rich Sutton mean when he mentions about 'bootstrapping'?

In statistics, bootstrapping is a method of re-sampling, but the context he uses to mention it does not sound like re-sampling. He mentions about Dynamic Programming uses bootstrapping, but Monte Carlo method does not. I can not understand what he mean by this term.
