The WHO guidelines include among other issues these[edit | edit source]

  • Port employers should make necessary arrangements to provide for:
  • regular surveillance of the working environment, in addition to health surveillance as defined by national law and practice;
  • adequate and competent supervision of work and working practices.
  • If not carrying out the port work themselves, they should cooperate with the bodies and
  • persons that are doing so in order to ensure that the prescribed OSH measures are given the appropriate effect.

Questions to be asked[edit | edit source]

  1. Number of employees on average more or less in each main Port area and total Port workers?
  2. Number of working hours per year per person on average?
  3. What was the annual incidence rate of work non-fatal injuries 2000-2010 and fatal incidence rate?
  4. What is the annual incidence rate of work non-fatal injuries 2011-2017 and fatal incidence?
  5. Do you have any estimate of the under-reporting of non-fatal and fatal accidents ?
  6. Do the port authorities and the employers comply with their obligations to offer training, etc. ?
  7. Are all workers offered safety training regularly ?
  8. Are all managers, safety council members, office workers, administrative staff, authorities, offered training?
  9. Do you use an electronic reporting system for accidents, injuries and near miss in the ports?
  10. What is your definition of severity for obligatory accident report, f.eks 1 day off from work?
  11. Do the workers get financial compensation for lost work capacity?
  12. Do you have a mapping of the port working areas and job-types to be used in the reporting system?
  13. Do you use health questionnaires regularly f.ex on musculoskeletal complaints?
  14. Are the self-rated health indicators in the questionnaires validated for bias?
  15. Are workers offered regular medical examinations – results?
  16. Do the occupational physicians use electronic pt. records?
  17. Are the occup. physicians familiar with the working processes and the risks?
  18. Are the injury and health data analysed and used for the port workers and administrators´ risk prevention?
  19. Are all the updated results available for all staff?
  20. Do you make objective measurements of hazardous exposures – of diesel particles or grain dust for example - results?
  21. Are all the reported data available for learning in the training courses?
