Since Abraham Maslows day, we have known that the brain is motivated by emotions generated in the limbic system. However the exact process by which this is done, has only recently come to light. In this article I introduce the idea of a three layer motivational/control mechanism consisting of Random Impulse, Intention, and Volition, and describe the first stage in this motivational system, the primitive Random Impulse Control system, and how it responds to limbic Bias, to promote the survival of the organism. Further I explain how this system is necessary for the cognitive architecture I am modeling, where limitations in the nature of the naive system, require a content independent control system during early development.
