(a) : The deadline for any report is in general on a Wed, unless extended by formal announcement (e.g., to accommodate the travel schedule of students, etc.), or upon a reasonable request.

(b) : void

(c) : 21:00 UTC = 17:00 EDT = 5:00 pm EDT = 4:00 pm EST. So there are 4 hours difference between EDT and UTC, and 5 hours difference between EST and UTC. From the second Sunday of March until the beginning of November, we use EDT. From the first Sunday of November, the Eastern time changes from EDT back to the EST, and we use 22:00 UTC = 5:00 pm EST.
